This isn't really true. When you exercise daily, your muscles will be able to store and burn more calories every day (like 10-20% more a day), it is the meaning of being active, not sedentary. The body have pathways that will only activate when you are active yourself.

Also, Lowering the amount of calories ingested lower the metabolism, especially if you are inactive, making it even. The best route is to do both: eat more nutrient dense food,less caloric and use the energy your body already have stocked.
