I think members of congress should only be allowed to invest in index funds or sufficiently broad mutual funds. Let that be an incentive to improve the business environment broadly.

Barring that, I wonder if it is possible to institute trading windows in the same way trading windows are required for employees of public companies. A congress person has inside information about the larger business environment in the same way an employee does about their employer.
