Many churches and similar institutions were burned in the pandemic when trying for anything to resume services they discovered that no legal unlicensed FM transmitters (that is low enough power that no license is needed) could be had at any price, while many licensed ones were available. Even if unlicensed met their needs (questionable), they will want a license and working transmitters 'in their back pocket for next time'.
Note that once they show the systems work I expect them to not use them again. In 100 years when they need them again (my guess as to when, but of course nobody knows) odds are they won't have whatever is needed to make it work.
Also note that the terms of the last set were.such that only. A church is likely to both qualify and find it useful. Anyone else will discover they can't make money and thus will not bother. Check the fine print before you consider this for yourself.
